In 1996, the Public Movement “Faith, Hope, Love”, created by a group of health care specialists, lawyers, militia officials, scientists, and volunteers, begins first organised harm reduction implementation strategy to prevent HIV/AIDS among people who inject drugs in Ukraine’s city Odesa.
In 2014, the drugs control system of Ukraine was reorganised and the Ministry of Health assumed all functions related to forming state policy on drugs, monitoring of the drug situation and coordination of drug control.[1]
Ukraine bears the second largest HIV epidemic in the region, concentrated among key populations.[2]
In 2018, the government of Ukraine committed to fund and expand access of OST to over 10,000 people at 178 health-care facilities.[3]
